How We Review Offshore Casinos

Our rankings are not a popularity contest and they are not for sale. Every casino on EmpFirst is scored against the same five weighted factors, tested the same way, and rechecked monthly. This page explains exactly how a site earns its position — and what gets it dropped. If our order ever seems to disagree with a bigger welcome bonus, this is why.

The Five Factors That Set Our Rankings

A site's overall score is a weighted blend of five things. We weight payout speed and bonus fairness most heavily because they are what a player actually feels after depositing — a huge game library means little if the cashout takes three weeks or the bonus is impossible to clear.

FactorWeightWhat we measure
Payout speed30%Time from withdrawal request to funds received, per method (crypto, PayID, card), measured on our own cashouts
Bonus & terms fairness25%Wagering multiplier, expiry window, max-bet-while-wagering rule, game weightings, and whether wagering applies to bonus only or deposit + bonus
AU payment fit20%PayID and AUD support, crypto rails, Neosurf and cards; deposit and withdrawal minimums and fees
Licensing & safety15%A verifiable, clickable licence; segregated funds; named RNG studios; ownership transparency; complaints record

How We Test — Real Money, Not Marketing Copy

We do not score a casino from its own promotional page. Where practical, a reviewer runs the full cycle on a real account:

Where a specific figure cannot be verified first-hand, we say so and use a realistic estimate rather than dressing a guess as a tested result. We never invent licence numbers or payout percentages.

How We Read a Bonus

The headline dollar amount is the least important number in a welcome offer. What we actually check is whether you could realistically clear it. A 35× wagering requirement on the bonus is fair; 60×, or a requirement that applies to deposit plus bonus, is not, and we mark it down. We also read the maximum-bet-while-wagering rule — bet above it and many sites void the bonus — and the game weightings, because pokies usually count 100% while table games count 10% or less. A tight 7-day expiry gets flagged too: clear the playthrough in the first week or lose it. Every bonus figure we publish is indicative; we tell readers to confirm the current terms on the operator's site before depositing.

Licensing and Safety Checks

"Offshore" does not mean "unregulated," but the protection is weaker than an Australian regulator would give, so we check hard. A site must show a verifiable, clickable licence — Curaçao under the reformed CGA framework, Anjouan, or Malta — with an operator we can identify. We look for segregated player funds, independently tested games from named studios such as Pragmatic Play, Nolimit City or Evolution, and a withdrawal history we can confirm from player reports. A missing, fake or unclickable licence seal is an automatic fail, no matter how good the bonus looks.

When We Delist a Site

A ranking is not permanent. We recheck the list every month and remove any casino that:

When a site is delisted we do not quietly bury it — the point of the monthly recheck is that our list reflects how these casinos behave now, not how they behaved when we first reviewed them.

Affiliate Independence

EmpFirst earns affiliate commission when readers sign up through our links, and we disclose that plainly on our about and terms pages. It does not buy a ranking. The five weighted factors above are scored before any commercial relationship is considered, a site cannot pay to avoid being delisted, and a casino that pays no commission but earns its place on merit still gets listed. If the two ever pulled in different directions, the testing wins.

Responsible Gambling Comes First

No review factor outranks player safety. We only list sites that publish working deposit limits, cooling-off and self-exclusion tools, and we repeat the same caution everywhere: if you have self-excluded through BetStop for harm reasons, offshore casinos are not the answer.
